Duluth Airport Authority – Airport Master Plan Update

The Airport Master Plan for the Duluth International Airport (DLH) is the Duluth Airport Authority’s strategy for future development of the Airport. The master plan which was prepared over the period 2010-2013 presents a combination of technical analyses completed to identify the future needs of the Airport and the strategic vision of the Authority. As part of the inception of the study, a strategic plan identified the following goals for the Airport:

    • Determine an ultimate Runway 9-27 Length.
    • Identify Pavement Rehabilitation & Phasing / Pavement Condition Index Study.
    • Justify Runway Length for Secondary Commercial Service Runway.
    • Address FAA and Mn/DOT Standards:
      • Taxiway Separation & Intersection Configuration; and,
      • Land Use Zones.
    • Study the North Airport Business Development Area.
    • Plan for redevelopment of General Aviation Area(s).
    • Identify New/Replacement Air Traffic Control Tower Site.
    • Conduct Planning Coordination with Air National Guard.
    • Conduct Planning Coordination with Golden Triangle Study.
    • Identify a Future Airport Surveillance Radar Relocation Site.
    • Generate an Updated Airport Property Mapping / Land Acquisition Plan.

The Airport Master Planning process first develops a forecast of aviation activity for an Airport over a 20-year planning period. Based on the forecast, facility improvements needed to accommodate the demand indicated by the forecast are identified. Development alternatives for facility improvements, based on the forecast and the Authority’s Strategic Plan, are created and a thorough analysis results in selection of a preferred alternative. The selection of a preferred alternative includes consideration of potential environmental impacts which identified early on in the process. The final step of the plan includes identifying funding sources and obligations necessary to implement the plan.

Chicago Fourth Flight Option Returns to Duluth International Airport

Duluth, MN, – Starting June 4, United Airlines will bring back a fourth daily, nonstop flight from the Duluth International Airport (DLH) to the Chicago O’Hare Airport (ORD). The Duluth-Chicago route has experienced continued growth since its launch in December 2009. It has proven to be a popular, highdemand option for Northland leisure and business travelers alike.

Scheduled flights will include one early morning, two mid-day and one evening option departing from DLH to ORD. Flight time from Duluth to Chicago is less than 90 minutes.

With four daily flight options, business travelers have the ability to travel between Duluth and Chicago without missing a work day. In addition, once travelers land in Chicago, they have access to daily domestic flights offered by United and United Express, as well as daily International flights that include cities in Asia, Europe, South America and the Caribbean.

If the community demonstrates a demand to fulfill the need for the fourth flight, it enhances the Duluth Airports’ ability to sustain the fourth flight and increase future flights options. “Passenger demand drives the airline’s decision to add capacity. If demand remains strong, we’ll continue to see similar opportunities in the future,” said Tom Werner, Executive Director of the Duluth Airport Authority.

Sky Harbor Final EA/EAW & FONSI/ROD

The Federal Aviation Administration (FAA) prepared this Finding of No Significant Impact/Record of Decision (FONSI/ROD) for the proposed Obstruction Removal Project at the Duluth-Sky Harbor Airport (DYT), operated by the Duluth Airport Authority (DAA). The attached Final Environmental Assessment (FEA), dated March 2015, has been prepared in accordance with the guidelines and requirements set forth by the Council on Environmental Quality (CEQ) and the FAA to implement the environmental review and disclosure provisions of the National Environmental Policy Act of 1969 (NEPA).
In accordance with FAA Order 1050.1E, Environmental Impacts: Policies and Procedures, FAA Order 5050.4B, National Environmental Policy Act (NEPA) Implementing Instructions for Airport Actions, and based on the evaluation in the EA, there are no significant impacts associated with the proposed project. Therefore, an Environmental Impact Statement (EIS) will not be prepared and a FONSI/ROD is being issued. This FONSI/ROD provides a review of the Proposed Action, mitigation requirements, and the basis for the FAA’s finding. Specific details are defined further in the FEA.

Legal Notice Request for Qualifications

The Duluth Airport Authority, (DAA) operator of the Duluth International Airport (DLH) and Sky Harbor Airport is issuing a Request for Qualifications (RFQ) seeking interested and qualified digital development firms for the updating of the Airport’s existing website, www.duluthairport.com. The intent of the project is to design and implement a comprehensive overhaul, including enhanced functionality, an informative and easy to navigate user experience (UX), linking capability, and a visual update to align with our current brand.
